On the season finale of the post-apocalyptic CBS series, "Jericho," a new "US" flag was seen flying over a Marine encampment in Kansas. It was left unclear if they represented the "real" Federal government, re-exerting control over the country, or a factional government.

The flag can be seen on this YouTube video at about the 15 second mark.

The flag contain approximately 21 white stars in a circular formation on a blue canton, and 13 vertical red and white stripes.

It would appear that the flag in question is used by the new federal government. On this wikipedia page for the episode (which include a screengrab of the flag) you can find the following quote:

Prior to this, Hoffman [an army commander] informed Heather that a federal government has been restored with the capital being Cheyenne, Wyoming, although Texas and "a bloc in the east" are apparently in dispute with this new authority.

The 21 stars then probably represent the states under its control although I can't see why the bars would be in a different orientation.

If you read the Jericho season 1 wikipedia article, it would have indicated that there were earlier 5 or 6 claimants to the US Presidency. That would account for a different flag. See also here.

This is the flag of the "Allied States of America" a competing government established in Cheyenne Wyoming after the attacks in the Jericho storyline. The United States of America had reestablished itself in Columbus Ohio with the destruction of Washington D.C. All states west of the Mississippi had fallen under control of the ASA except Texas. All states east of the Mississippi were under the control of the United States. This information comes to us in the shortened second season.
